Making fur fluffy

I have tanned several raccoon furs, but a problem I always seem to have when they finish is the tails don't have that fluff that they did when the animal was alive. I have a fox tanning now, and it has a very nice tail. What is the best way to make the tail nice and poofy?

It could be that there is still some oil in the hair that needs to be removed to give it the fluff.

Cover the tail with corn meal and let it set overnight.  The corn meal will absorb whatever is in the hair.

Then shake it out and the hair should fluff up nicely.
If it still won't fluff try a hair dryer with no heat.

On a side note...
We tumble our furs in a large cage mill which removes the excess corn meal and allows the hair to fluff.
